Any book with as big a mission as “The Penguin Anthology of 20th Century American Poetry’’ is bound to attract complaints. Why no “Howl’’ by Allen Ginsberg but four poems by editor Rita Dove among the 391 she selected? As Dove explains in her introduction, she dared not blow the budget for permissions on “unaffordable fees.’’ Quibbles aside, these satiny pages hold bushels of treats to savor.
