Miley Cyrus has been tweeting pretty steady photos of her changing hair, which is now a short, spikey-platinum 'do. Now she's showing off a photo of herself modeling a shear top, and yesterday the singer-actress was caught with a cigarette in her mouth while in Philadelphia. So what's up with Miley? Is she seeking attention? Acting out? Or just going about her nineteen-year-old business?
