Mayor Menino's 2014 Budget Has a Hollywood-style Trailer Featuring a Car Chase and a Ben Affleck Cameo

Someone in Deval Patrick's office might want to take notes.

Yesterday afternoon, City Hall broke news in a manner that would make Buzzfeed proud: releasing details of Mayor Tom Menino's fiscal-year 2014 budget in the form of a viral video that the administration posted direct to Vimeo.

Staged as a Hollywood-style trailer for the budget, the in-joke-laden video borrows a war-room scene from Zero Dark Thirty and a Ben Affleck clip from Argo -- as well as a cameo from the Mayor himself. It also samples a line Menino spoke at his farewell announcement: "I have nine months left. We're gonna have some REAL fun." Looks like he means it.

The video opens with a fake MPAA warning that references the city's bond rating -- "Aaa" for "Extremely Sound Financial Management" -- as a booming voice begins with the universal cliche of a blockbuster voiceover: "IN A YEAR that promises to be full of change . . ."

As a man with a briefcase and dark sunglasses races to deliver the budget on time, references to Menino's pet projects flash by as timestamps in an action thriller: the East Boston Library's iPad-lending program, outdoor fitness zones in city parks, a smartphone app for finding parking spaces, and a Hubway helmet-vending project.

And, as voiceover-guy reminds us, this budget's "from the producer of the FY '95, FY '96, FY '97, FY '98, FY '99 . . ."
