Ruggles Place project, with museum, back in play

There is renewed hope for the Ruggles Place proposal that's meant to include the Museum of the National Center of Afro-American Artists. It's interesting to note that Boston Redevelopment Authority head John Palmieri has complained that nonprofit uses such as the center "create a financial drag on the project," according to the Globe story.

I don't remember hearing similar complaints when the Institute of Contemporary Arts proposed its project for the Fan Pier or the Museum of Fine Arts launched its expansion.
