American Madness 9:30 p.m., TCM

This 2009 - oops, excuse me, 1932 - movie is about a bank crisis in New York. Directed by Frank Capra and written by Robert Riskin, it features Walter Huston as a magnanimous banker who makes loans freely to people in need, in order to get the economy recirculating. A populist brings down a bank? Nope, this is Capra. The bad guys are greedheads.

Ace of Cakes 10 p.m., Food Network

A show that finds drama in the creation of custom cakes for seven seasons? I wouldn’t have bet on it. But “Ace of Cakes’’ wraps for the year tonight with a Harry Potter theme. Baltimore’s Charm City Cakes company is commissioned to make a cake for the New York premiere of “Harry Potter and the Half-Blood Prince,’’ which means Duff gets to mingle with the Hogwarts crowd.

Private Practice 10 p.m., Channel 5

The babynapper on trial. Can they get her for breaking in, too?

CSI: Crime Scene Investigation 9 p.m., Channel 4

A football coach is murdered. Clear eyes, full hearts, find clues.

Werewolves: The Dark Survivors 9 p.m., Animal Planet

Their secret? Beef chow mein.

Parks and Recreation 8:30 p.m., Channel 7

Time to ratings-kaboom this show.
