Under health reform, safety-net hospitals like Boston Medical Center were expected to lose their special state payments but get Medicaid rates high enough for their newly insured patients to cover costs. Due to the fiscal crisis, the state has not been able to keep rates up. BMC is going to court but a better solution would be for the federal government to grant more money through the Medicaid waiver, or for the state to raise the nominal penalty charged businesses not providing insurance.
