The new state law allowing local governments to collect unpaid tickets through property taxes is expected to bring about greater enforcement of laws requiring homeowners to shovel snow-filled sidewalks. But before cities including Boston start handing out tickets, they should make sure that they are shoveling sidewalks in front of city-owned buildings and parks. In many neighborhoods, they are not.
