In campaigns, politicians make wild promises about budgetary savings and lowball the cost of their programs. The same shouldn't be true of governing. As Congress approaches a series of budgetary decisions, all should agree that the non-partisan Congressional Budget Office be given a chance to review the costs implications of new proposals, be they spending or tax cuts.
