President Obama’s decision to remove all American troops from Iraq by the end of the year may give the Maliki government the political breathing room to provide legal immunity for American trainers to help the Iraqi military. But even if an agreement can’t be reached, the failure to maintain a skeletal crew of trainers isn’t the national-security risk that Republican presidential candidates, taking their cues from Mitt Romney, declared.
