Motorcyclists who want to ride bare-headed in Massachusetts employed novel economic reasoning in a State House hearing this week. They said the state’s mandatory helmet law costs the commonwealth millions of leisure dollars spent in states with no helmet restrictions on adults. With Massachusetts reversing itself and approving casinos, cyclists say they should have the same freedom to gamble with their heads.
