If you want to know how much of the Massachusetts annual budget goes to the judiciary (2 percent), transportation (4 percent), or education (13 percent), you can quickly see how Beacon Hill is spending your tax dollars by going online - to www.mass.gov/OpenCheckbook, a new website launched earlier this week. An experiment in its first phase, the Open Checkbook website is an effort to promote civic engagement and transparency in state government.
