Russian Prime Minister Vladimir Putin plans to return to the presidency next year - and many speculate that he wants to extend his own political dominance in Russia until 2020 or beyond. But a parliamentary election this week highlighted a much-overlooked speed bump: Russian public opinion, which might not automatically rubber-stamp Putin’s grand plan.
