Boston city councilor Rob Consalvo thinks he has uncovered a gap in the line of defense against drunken drivers - valet parking companies. But it is still unclear if the best way to fill this gap is to create an ordinance that puts parking services on a par with restaurants, bars, clubs, liquor stores and other venues that prohibit selling or serving alcohol to an intoxicated person.
