THE GLOBE rightly recognizes the important role hydropower can play in diversifying New England's power generation ("Green-light this water power," Editorial, Dec. 21). While importing large amounts of hydropower from Hydro-Quebec is one way to achieve this, let's not forget that New England is rich in water power. A study commissioned by the Department of Energy Resources concluded that there is nearly 300 megawatts of power potential from rivers in the Commonwealth - about a quarter of the amount proposed in the Hydro-Quebec import contract. The key is to move this home-grown power from promise to reality by shaping public policies that encourage its development.
