LEGISLATORS IN WASHINGTON are working to implement the new thinking on male poverty. Perhaps the most comprehensive is a bill coauthored by Senator Barack Obama and Indiana Senator Evan Bayh called the Responsible Fatherhood and Healthy Families Act.
