KNOLL, Catherine Baker - In Harrisburg, Pa., yesterday, at 78. The first woman to be elected as Pennsylvania's lieutenant governor, Ms. Knoll was a Democratic veteran who served two terms as state treasurer and who will be replaced by the Senate President Pro Tempore Joseph B. Scarnati III, a Republican, as the state's second in command.
