As the one-year anniversary nears of an alcohol-related crash that killed two teenage sisters from Southborough, local police are implementing a policy setting out strict rules for officers who encounter underage drinking. ``There is concept out there that this is small infraction, that it should be overlooked, `It's just some kids drinking beer; what's the problem?'
