WASHINGTON—Allstate Corp. spent more than $1.4 million in the first quarter to lobby on insurance-related legislation and host of other issues, according to a disclosure report.

The Northbrook, Ill.-based insurer lobbied the federal government on legislation involving homeowners, terrorism risk, flood and other types of insurance. Other issues for the company included patent reform, data security, identity theft and Internet spyware.

Allstate also lobbied on a bill to require automobile dealers to disclose to consumers the presence of event data recorders or "black boxes" on new vehicles. The bill would require car makers to give consumers the option to enable or disable such devices on future vehicles.

In the January-to-March period, the company lobbied Congress, according to the April 21 report filed with the House clerk's office.
