PHOENIX—Arizona municipalities will sue to challenge state budget legislation that local government officials contend went astray.

The executive board of the League of Arizona Cities voted Friday to challenge a budget bill that included provisions on impact limits, housing codes and immigration enforcement.

Peoria Mayor Bob Barrett says the league contends that the enacted budget legislation couldn't legally included non-budget topics because they weren't covered by Gov. Jan Brewer's special session call.

He also says the legislation violates a prohibition against legislation containing unrelated provisions.

Legislators say they included impact fee limits in the legislation because the struggling homebuilding industry is an important part of the economy.
