W.A.T.C.H. said these plush horses each come with their own carrier, or "Pet Saks," with a small wooden bead attached. These beads, along with hair that's easily removable, could injure a child if consumed, the group said.

Scott Clarke, president of Keene, N.H.-based Douglas, disputed W.A.T.C.H.'s assessment, saying the toy had been tested "many times." He said he plans to clarify the toy's labels.
