A Broadpoint Amtech analyst said it is unclear whether new California tariffs will stimulate demand for solar equipment.

Energy Conversion Devices Inc. and SunPower Corp. led solar manufacturers higher after California Governor Arnold Schwarzenegger signed two solar-energy bills requiring utilities to pay homeowners and businesses for the electricity they produce. Energy Conversion, a Minnesota company that makes thin-film solar power laminates, also gained on speculation it is a takeover target.
