Energy Conversion Devices Inc. and SunPower Corp. led solar manufacturers higher after California Governor Arnold Schwarzenegger signed two solar-energy bills requiring utilities to pay homeowners and businesses for the electricity they produce. Energy Conversion, a Minnesota company that makes thin-film solar power laminates, also gained on speculation it is a takeover target.
