Stocks tick up as Europe moves on debt

European leaders moved more decisively to control the continent’s debt crisis, and Wall Street responded. At one point the Dow was up 209 but gave up half that gain. Still, it closed at its highest since August. On the S&P 500, financial stocks gained most. Those companies would have the most to lose if European banks suffer because of Greece’s problems.
