TJX Cos. is seeking approval to build a 96,000-square-foot “Corporate Support Center” at its campus in Framingham.

The off-price retailer said the facility would include space for employee training, a product development library, a merchandise presentation center, and an employee fitness center. The estimated value of improvements related to the project is $23 million, said Amanda Loomis, a spokeswoman for the Framingham Planning Board.

The board began a public hearing on the proposed building last week and will continue it on Oct. 28. Loomis said she expects a final vote on the project by December. The new building will straddle the border between Framingham and Natick and require approval from both towns.
