Don't provide personal info over the phone
The Department of Justice suggests a "stingy" approach to divulging personal information. If someone offers you a credit card or similar offer over the phone, ask them to send you a written application instead.
The Federal Trade Commission takes this advice a step further — don't provide personal information through mail or the Internet until you've verified the source. Many identity thieves will try to pose as bank or government agency representatives to gain your information.
