When most people think of France they think of Paris or the Riviera, but retirees can get one of the best deals in the Languedoc-Roussillon region in the Southwest. The area, which includes the Nîmes and the city of Montpellier, is filled with history and culture, such as castles, medieval towns, museums and festivals. It also caters to the outdoor crowd with plenty of scenic routes along the Mediterranean. The area, once remote, is also accessible by a three-hour high-speed train ride from Paris. The area isn't as affordable as the others on this list, but a modest lifestyle could only cost $30,000 a year.
