The weather wars are becoming increasingly animated. TV news directors count on the people who track school-closing blizzards or squalls that can spoil a day at the beach to attract viewers, and forecasters have been turning to powerful graphics software programs to enliven broadcasts with vivid images of roiling clouds and driving rains.
