Progress Software Corp., a Bedford maker of software to manage business processes, said yesterday that it will cut between 140 and 160 jobs, or 7 to 9 percent of the workforce, as part of a plan to shift more work to India over the next 18 months.

Layoffs will come in the company’s third quarter, which ends Aug. 31, and Progress will take a charge of between $11 million and $16 million to cover the cost.

In December, Progress announced layoffs of between 220 and 260 workers. At the time, it had 550 workers in New England. Progress software now has about 1,700 employees worldwide. A company spokeswoman said the layoffs would affect less than 2 percent of the Massachusetts workforce.
