Massachusetts is among the states with "the least fair and predictable tax environments," according to a new survey.

But the Bay State is making some progress, the survey also acknowledged.

The nationwide tax survey was commissioned by CFO magazine, a business publication, and the 282 tax directors who responded ranked California, New Jersey, Massachusetts, and New York as having the most undesirable tax environments in the magazine's fifth survey since 1996.

A CFO statement said, "Massachusetts, which usually fares badly on the survey and has a generally high-tax reputation, fared better than in 2004's survey, falling out of the top five in multiple categories but still ranking as the country's fourth worst tax environment."

The states with good tax environments, according to the survey, include Nevada, Delaware, Wyoming, South Dakota, and Alaska.
