Joy Conway, Richard Montouri, Shyla Matthews, Frank Taliano, Karen Carvalho and Mike Mitchell have been appointed at MassDevelopment, the state-sponsored finance and development authority. Conway has been named senior vice president and was previously policy director at Living Cities. Montouri has been named executive vice president of Devens and was previously senior vice president of operations at Devens at the company. Matthews has been named vice president of community development and was previously a senior financial analyst at BJ's Wholesale Club. Taliano has been named director of application and database support and was previously director of information technology for SKIP. Carvalho has been named vice president of finance and was previously a senior financial analyst at the company. Mitchell was named vice president of planning and development and was previously assistant vice president at MassDevelopment.
