Lovejoy Wharf has new owners, new redevelopment plan

A new development team has filed plans to restart a long-delayed residential and office complex at Lovejoy Wharf in Boston’s West End, near the bridge to Charlestown.

The Beal and Related Cos. are planning to build 100 residences at 131 Beverly St. and offices at 160 North Washington St, according to a filing released Friday by the Boston Redevelopment Authority. Converse Inc., of North Andover, is in discussions to move its corporate offices to the property.

A prior developer had planned to build residences on the site, but the project stalled due to a lawsuit brought by a neighbor in 2007. The new plan, which changes some of the residences to office use, must be approved by the BRA.

The long-delayed project promises to enliven the wharf, which currently has two vacant buildings, between the TD Garden and the North End. Beal and Related, which recently teamed up to build the Clarendon residences in the Back Bay, are also promising to incorporate additional civic space in the 450,000-square-foot complex.

In a letter to the BRA, the developers wrote: “The project will transform this dilapidated wharf into a fully restored, fully activated landscaped open space at the water’s edge complete with seasonal market activities, retail vendors, seating, dining, performance space, temporary recreational boat dockage, and public water transportation facilities.”

Constructed in 1909, the wharf has never been open for public use and is now only used for surface parking for events at the TD Garden. The project will extend the city’s Harborwalk at the edge of the property and result in construction of a two-level pavilion connecting the wharf to North Washington St.

The 131 Beverly St. building will be demolished to make way for the new residential building, while 160 North Washington St. will be rehabilitated into an office complex.
