    Definitely see your vet.  I'm sympathetic to your frustration, but whatever his problem, yelling will make it worse by raising his anxiety level.  I'd guess he has a medical problem, but if your vet rules out medical reasons, see a behaviorist/trainer to see what calm steps you can take to curb the behavior.

    Regarding the excessive licking, is he licking his paws too?  Could be allergies,  go to the vet.
