Would you have called 911 if you saw this dog?

Charles the Monarch, a Labrador-poodle mix in Virginia, is causing quite a stir this week.
Several people who saw him called 911, thinking he was a lion on the loose. That's because he was groomed to look like a lion.

No, I would not have called 911 for what appears to me to be a well-cared-for dog.
I would have approached the dog in an attempt to determine if it was lost, check for tags etc.
I would check to see if the owner was nearby? Maybe it escaped from a yard? Leash laws?
People don't usually let their pets roam free anymore (except sometimes in rural areas)
I would call local animal control, leave a message describing the animal and location.
I would call the police non-emergency # (where people often report lost pets) also they have the ability to page animal control 24/7 if they determine it's indicated.
PS: Charles the Monarch's owners may want to rethink the haircut lol!
