The NFL has long made it clear that they are anti-gambling. They have stated that they would never allow a team in Vegas. They won't allow the Vegas Chamber of Commerce to advertise during games, and they even banned NBC from promoting their tv show "Las Vegas" for fear that someone might see a casino in one of the promotions during a game.
Somehow its OK to build a billion dollar casino just past the end zone in Foxboro though. No football in Vegas, but gambling is just fine next to a stadium. Hypocisy alert? -

There are casinos in walking distance of at least 3 football fields. A owner cannot own a casino.
