Two recent Bob Dylan songs:
"The Levee's Gonna Break"
"High Water Everywhere (for Charley Patton)"
I must say, however, that your list has some awful songs. Milli Vanilli? Supertramp? Phil Collins? Apparently you limited your list to song you could find on YouTube. -

Eternal Father, Strong to Save, whose arm doth bind the restless wave
Listen to the Rain
Cast thy Bread Upon the Water
Washed by the Water
Walk on the Water
The Water is Wide

Indeed, Blind Melon's No Rain has to be on the list, and Garbage, ...Only Happy..., too. Perhaps, in this political climate, Dylan's A Hard Rain's Gonna Fall.
The Temptations' I Wish it Would Rain. How 'bout Johnny Nash, I Can See Clearly Now, if we want to get a little upbeat.
But seriously, folks, what rainy day playlist would be complete without The Doors' Riders on the Storm? I mean really, now.
