It all depends on what the meaning if attack is.
Seriously, parsing the words doesn't, in the end, show that the administration wasn't lying. They were. And while I do think that there is a boatload of incompetence in this administration it's pretty clear that they knew exactly what was going on during the first few hours of it happening and they chose to spin it differently for political reasons.
As Hillary said "We're going to put that film-maker in prison."
It's not parsing words - if the consulate was attacked by Al Qaeda, then the fox news narrative was correct - it was a pre-planned attack on the anniversary of 9/11.
If the attack was from Ansar al Shari, a group of Libyan militants that did not exist when bin Laden was killed - let alone the original 9/11, then the fox news narrative is sh1t.
