    You didn't answer my question, you tried an end around.

    I asked you which President had more favorable numbers with their congress than Obama has had and you cannot answer that because there is no one.

    Every president has had to deal with fillibusters, it makes for a better bill for the American people.

    Obama just cannot bring himself to compromise that's why in 4 years he has been unable to pass a budget also for the first time in American history.

    I'm starting to understand the frustration that Obama felt the other night.  Its tough to argue with facts when your opponent just makes up whatever they want.  Its like punching a paper bag.

    I don't think you're understanding that a 50/50 split for a Republican president is better than a 59 / 41 split for a Democratic president, if the fillibuster is used in the latter scenario as casually as if scratching ones nose.  Dick Cheney cast a tie-breaking vote seven times during his time as VP.  George HW Bush eight times.  During Obama's four years, only one bill has cleared the senate with fewer than 60 votes;  During Bush's 8 years, there were more than 20.

    So the answer to your question is with a responsible Congress, Obama should have had more favorable numbers than most recent presidents, but with the current pack of GOP clowns, he was essentially working with a slight minority, which puts his advantage arguably slightly below Reagan (who enjoyed a senate majority but never a house) and well below Bush II, who had majorities in both branches for much of his presidency.
