     Agree with your point of view but, alas, we will never know if the shooter had this all planned or if he was reacting to a situation.

     In general, however, it's not good policy to train anyone without full mental capabilities to use weapons (and not just firearms).

    You might be talking about half the population, conservatively.

    What about people who are all there mentally but still dangerous?
