No, it's a good premise, one that's grounded in an economic reality that I mentioned, namely medicaid expenditures.
Your example is anecdotal, at best, and cursory, at worst. If you think you can judge who's on medicaid by their car and phone, you might have a future in prognostication.
You still haven't defined what "severe" means to you re: who you think 'deserves' some assistance from the state with their medical bills.
Also, affording health insurance and affording medical care are two VERY different things...
...because, as we all know, insurance doesn't cover everything, and the cheaper the plan, the less it covers. Not to mention that the disadvantaged are often that way because
of medical reasons.
Even very good plans can be ineffectual in the event of a serious illness or accident.
