I never said he budgeted for dead money, I said he concedes that some contracts may not work out, like they do for all teams.

My flash power ratings (before Monday night's game) have the Patriots at a 14.1 rating, 14 victories out of 16 if the season started anew tomorrow. Houston is second in the NFL with a 12.7 rating.
When you take a 6-3 team and use them as a scrubee for some of your dirtiest cleaning chores, you get noticed. When you barely escape Jacksonville at home, you get noticed in a different way.
One important caution: my numbers are blind to Gronk being injured at the end of yesterday's game.
At this point my numbers make New England a 5.8 point favorite against Houston, in large part because of home field advantage.
