What it means is that the outlets have purchased less tickets to sell.

Thus the RS have more on hand to sell at their windows instead of none.

Which actually will make tickets cheaper for fans since they will not have to pay the charge the outlets attach to the tickets. Thus a sell out is actually very possible and not hilarious at all.
