    New MLB CBA will include HGH testing

    Major League Baseball's new collective bargaining agreement will include blood testing for human growth hormone, sources confirmed to ESPN The Magazine's Buster Olney.

    A report in the New York Times, citing two league sources familiar with the deal, said testing would begin in February during spring training. According to the sources, the penalty for a positive HGH test will be the same as a positive steroid test -- a 50-game suspension.

    Teams Signing Type A Relievers Won't Forfeit Picks

    Under the new CBA, teams that sign the remaining Type A relievers will not be forced to surrender draft picks, a source tells Ken Rosenthal of FOX Sports (via Twitter). The teams that sign those relievers and certain other Type A free agents will not forfeit draft picks but the teams that lose those players will still receive compensatory picks (from Twitter).

    This means teams can sign Ryan Madson, Francisco Rodriguez, Heath Bell, and other top relievers this offseason without penalty. The measure is not retroactive, however, meaning that the Phillies will still surrender their first-round pick for signing Jonathan Papelbon.

    Furthermore, the new CBA will do away with the Elias rankings altogether starting next season, Rosenthal tweets. Under the new system, the top free agents will be subject to compensation if teams make them qualifying offers north of $12MM.

    The new CBA will include blood testing for human growth hormone, two people in baseball briefed on the matter told Michael S. Schmidt of the New York Times. It appears that players who test positive will be served with a 50-game suspension, the same as the first-time penalty for a positive steroid test.

    ESPN's Buster Olney hears from a source that the rule forbidding teams in the same division from meeting in the LDS round of the playoffs will be eliminated (Twitter link).

    Took too long. Effective CBA must include standards based upon Olympic testing, regularly updated to include the latest PED technology

    I cannot for the life understand why the players and the Players Union would not want to adhere to the most strict of testing policies. If things are equal Pujols would still be the best offensive star in the league, and paid the same. Letting the cheaters cheat only makes a mockery of the game.

    If steroids are illegal, and supposedly, against the rules of baseball, I'm not getting the 50-day suspension thing for a positive test. Shouldn't you be charged with something, and out of baseball?

    As for HGH, it's cheating and a 50-day suspension just may be something players are willing to risk. After all, it's not like they can't play again. Ridiculous.
