It's a bit of a surprise bringing up Bard because the whole point of sending Bard to Double-A Portland in the first place was to get him in a mindset where he wasn't on the verge of being called up.
But there are 40-man roster considerations at play, too. There just aren't other options available on the 40-man roster, and they don't want to have to remove someone from the 40 just to reinforce the back end of the bullpen.

Bard has walked four and struck out four in nine innings pitched at Double-A. That doesn't scream "fixed" to me. But that's also not consistent with the philosophy the organization outlined at the end of spring training -- a philosophy that said it was going to take more than a couple of weeks for him to be ready for the majors. That's what makes this move a little curious.

Once Breslow, Morales, Lackey, etc., come back, Bard isn't going to remain on the roster unless he suddenly morphs into 2010 Bard.

    Rubby de la Rosa-

They want to stretch him out as a starter, but they want to do so very slowly. He hasn't thrown more than 56 pitches or more than three innings in any of his four starts so far this season. He's actually thrown between 46-56 pitches in all four of his starts. Until he's throwing 75-80 pitches at Triple-A, he's not a candidate for a call-up.
Once that happens, though, he should be in the same boat as Allen Webster. Who gets called up at that point would depend more on how the rotations align than anything else.

I must be missing something--I've thought BenC has been a good judge of talent--however I don't understand the man crush he seems to have with Hassan--get over it--DFA him and put Hazelbaker or Brentz on the 40. Hassan will most likely pass through waivers--even if he doesn't you have a plethora of OF'ders. This would have been the time for us to see 'Baker or BB with ShaVic on the bench for a few days.
