I have noticed that the commuter rail often blasts its horn whether at 11pm or 6am in the morning.  While I am all for promoting safety and should be used when needed, is it necessary?  I have noted times where there was no need and the horn was blasted anyway.  

Is'nt there a town ordinance on this?
