    It is BINDING pending APPROVAL by city council. This is exactly why city council has to approve it, so lets not pretend its not part of the process.

    Heroes? Last I checked, heroes didn't put their own interests ahead of others, act superior to others, strong arm people into voting their way or make threats on the lives of city councilors.
