The entire system needs to be reworked. It used to be whatever you felt. Then 15% was customary. Then 18%. Then mandatory. Now 20%.
Then again, I really prefer "fun size" candy bars.

I agree that the gas tax should be higher. Much higher, say $2 per gallon more. That would cut down the size of cars, and the usage, and at the same time raise enough revenue to pay for roads. Mass more »
