In my town, when the valuations go up, the town lowers the tax rate. They only need so much money to run the town. They would raise the rates if valuations went too low to fund the city, correct?

I'm trying to understand the bluff / beach sand logstics. If the bluff is replenishing other beaches, and the bluff is going away - does that mean the beaches will go away too? Just later?
