Per the local referendum, the "strong, articulate opposition movement" in Plainville was outvoted by the citizens of Plainville about 2 to 1. So they're irrelevant to the article.

This decision is the death knell for harness racing in MA. The farms and employees will be destroyed. Plainridge should seek reconsideration.
