Not a "storm" multiple storms with unprecedented snowfall. This absolutely not a management issue - it is an equipment issue.

The issue is replacing the engines and the trains. Blue line has newer cars/engines and works pretty well. If you don't invest in the equipment, the equipment will eventually breakdown.
