URGENCY LACKING: Although agents determined that two suspected terrorists were in the United States, the report says, the agency pursued the case with little sense of urgency or priority.

PLACING BLAME: The report points to problems with the FBI and CIA sharing information and problems within the FBI's counterterrorism program.
