Though no one’s writing off narrow pencil skirts, short and full styles are making fashion headlines. “Even though they’re not fitted, there’s still something sexy about getting a swish when you walk,” says Boston designer Sam Mendoza, known for his charming party frocks. Add a tulle petticoat, and it’s tutu wonderful for words.
